The Housing Authority of Salt Lake City (HASLC) is dedicated to exercising initiative, sound judgment, and transparency during the purchase of goods and services at the best to meet HASLC’s needs and regulatory obligations, while considering factors such as cost, quality, availability, relevance, and timeliness when awarding bids.
HASLC maintains a directory of vendors who have registered to be notified of upcoming bid opportunities. Once registered, vendors will be notified of opportunities consistent with the areas of interest indicated during the registration process. Vendors may modify or delete their registration at any time with our procurement department.
The Housing Authority of Salt Lake City provides its complete list of?HASLC Procurement Policy?as well as any?amendments?to the Procurment Policy since the date of last issuance.
HASLC is actively outreach to and procure products and services from small and disadvantaged businesses. When possible, we seek and encourage participation from Minority-Owned Business Enterprises, Women-Owned Business Enterprises, and other individuals or firms located in (or owned in substantial part) by people residing in designated labor surplus areas for the procurement of goods, services, prime and subcontracting opportunities.
HASLC is committed to meeting the Section 3 Numeric Goals and Preferences of the Housing and Urban Development (HUD) Act of 1968, which requires that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, be directed to:
- Low and very low-income persons, particularly those who are recipients of government assistance for housing; and
- business concerns which provide economic opportunities to low and very low-income persons.
Purchases of goods and services costing?$3,000 or less?generally requires one quote, provided the quote is considered reasonable.
For purchases of goods and services estimated to be between??$3,000?and?$25,000: reasonable number of vendors (preferably 3) will be asked to submit quotes which may be obtained verbally, through electronic means, or in writing, as allowed by law. Award shall be made to the vendor providing the lowest acceptable quote, unless justified in writing based on price and other specified factors. The names, addresses, and/or telephone numbers of the offerors and persons contacted, and the date and amount of each quotation shall be recorded and maintained as a public record.
Invitation to Bid (ITB) or a Request for Proposals (RFP) is a publicly advertised for purchases of goods and services estimated?more than $25,000.

Interlocal Agreements/Cooperative Agreements
In accordance with State and Federal laws, the Housing Authority of Salt Lake City has discretion in entering into interlocal agreements with other agencies in the interest of promoting government cooperation as well as to maximize the efficiency and effectiveness of shared public bid and contract processes. Section 3 Requirements
The Housing Authority of Salt Lake City is committed to providing affordable housing opportunities for our community.
The Section 3 program is a provision of the Housing and Urban Development (HUD) Act of 1968. The purpose of Section 3 to ensure that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State and local laws and regulations, be directed to low- and very low income persons, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low- and very low-income persons.
HUD considers public housing authorities to be in compliance with Section 3 if they and their contractors and subcontractors (for contracts other than for materials and supplies) meet the following:
- Category 1: The business is 51% or more owned by residents of the housing development or developments for which the Section 3-covered assistance is expended or whose full-time, permanent workforce includes 30% of such residents as employees.
- Category 2: The business is 51% or more owned by residents of other housing developments or developments managed by the housing authority that is expending the Section 3-covered funding or whose full-time, permanent workforce includes 30% of such residents as employees.
- Category 3: The business is an entity selected to carry out a HUD Youth build program in the metropolitan area, or non-metropolitan county, in which the Section 3-covered funding is expended.
- Category 4: The business is 51% or more owned by Section 3 residents or whose full-time, permanent workforce includes no less than 30% Section 3 residents or that will subcontract in excess of 25% of the total amount of subcontracts to category 1 or 2 Section 3 businesses.
