Homeless Programs
The Housing Authority of Salt Lake City
operates 314 units of housing dedicated to those in the community experiencing homelessness. We partner with a variety of community partners to ensure the highest quality of service is provided to each resident.
These are the properties under our Homeless Department:

Sunrise Metro

Opened in March of 2007, Sunrise Metro is a 100 unit complex designed with the goal of ending chronic homelessness in mind. This project is 100% LIHTC (tax credit). Operating subsidies come from a variety of sources including the Department of Veterans Affairs for 20 Grant and per Diem (GPD) units, 64 project-based Section 8 vouchers provided by the Housing Authority of Salt Lake City, and the remaining 16 units are funded by HUD-Continuum of Care (CoC).

Freedom Landing

Freedom Landing apartments is 109 units of permanent supportive housing for veterans, designed with the goal of ending chronic homelessness for veterans in mind. Veterans are referred by the VA through the HUD-VASH housing first and homeless outreach team. Freedom Landing recently transitioned to a permanent housing facility to better meet the needs of veterans within our community.

Valor House

Valor House is a 72 unit complex designed with the goal of ending chronic homelessness for veterans in mind. This Project consists of 72 Grant and Per Diem (GPD) transitional housing units. Residents admitted into the two-year program often require an elevated level of care. This is an ideal location for their transitional period as the Valor House is located on the VA campus.

Valor Apartments

Valor Apartments is a 14 unit complex, all one bedroom apartments devoted to veterans on the Grant and Per Diem Program (GPD). This transitional housing program is set aside for higher functioning clients who are either employed or pursuing their education.


Fairmont Circle is a 4 unit complex, all one bedroom with a preference for formerly homeless veterans. All 4 units are unsubsidized.

West Temple Duplexes

The West Temple Duplexes are a four unit complex located in Salt Lake City. These two level, three bedroom apartments have carpet throughout, central air, and gated yards with parking in the rear. Each unit is unsubsidized.

Cedar Crest

Acquired in 1992 Cedar Crest Apartments is a 12 unit complex, 11 of which are 2 bedrooms the remaining is a 1 bedroom. This project is devoted to Veterans on the HUD-VASH Program. The project is 100% LIHTC (tax credit) and is in its extended use period.

Pamela’s Place

Opened in August of 2020, Pamela’s Place is a permanent supportive housing complex with 100 apartment units developed by the HASLC. Five of the units are set-aside for homeless individuals, the remaining 95 units are utilized for individuals who are disabled with a homeless preference.
